Contribution of the ORGA to the municipal development of Merida, Yucatan.

The document presents the contribution of the Regional Observatory of Governance and Social Coordination Before COVID 19, Yucatan (ORGA) and various social actors in the face of the pandemic: government, civil associations and emerging groups. The approach that guides the research is governance as an inclusive practice in the approach and resolution of problems. The text describes the relevance of the formation of the ORGA and its observation spaces during the pandemic, particularly the two presented here: Gender Violence and Food Security. The methodology consisted in the exploration from two semi-structured interview guides taking into account the analytical matrix of the ORGA. From this, the type of link generated as a result of the collaboration between the ORGA and the social actors is identified. The main conclusion is that the ORGA served as an observer and also as a trigger for the governance practices that took place in Yucatan during the pandemic in 2020.
